I thank the gentleman for yielding. I rise in support of this amendment. Look, the way the program works now, it's the most expensive food in the world. This keeps the buying of American food, shipping it on American flagships. It preserves all of the American jobs. But it also frees up money to allow countries to learn how to fish, how to be able to go out and buy food and also develop the markets. As a return Peace Corps volunteer, this is a really smart investment. And for those fiscal conservatives here, this is a much better amendment than keeping the status quo. I urge its support.
