Mr. Speaker, I rise on the debate on the rule on paperwork reduction. This is a debate that determines the procedures of the House, and this is the only way in which we can deal with the law that will come after this debate, the law on paperwork reduction. The only way we can get a debate on a new law is to schedule that debate on the floor, and I rise to the issue that this rule does not go far enough because it has not scheduled the real paperwork reduction in America, which is the reduction in the amount of money that flows into campaigns. Mr. Speaker, we ought to be debating the law on campaign reform. It was asked for by the President, it was promised by the Speaker, and it is certainly in demand by Members who are here today on both sides of the aisle. We have bills before Congress. The work has been done on writing that law. There are many versions of it. But that law cannot reach the floor until the Committee on Rules sets the date, and the date ought to be before this country's next national birthday on July 4.
