We have a clear choice to continue along with cutting out the nuclear arsenal that the Soviet Union has built up. It would be foolish not to continue dismantling that. This program is the cooperative threat for reduction. It funds support of physical elimination of hundreds of nuclear weapons and silos and bombers and submarines from which weapons can be launched. If we do not dismantle them, they stay there, and if they stay there, what can they be used for? This is an easy vote. It is a vote against this amendment to support the dismantling. If they are there, they can be sold and used for purposes that would not be in our national interests. Continue our national interests by opposing this amendment.
