The other question I have, which is related to a big question here, is that in the Post-Katrina Emergency Management Reform Act, we specified that the FEMA administrator would lead the Nation's efforts to prepare for, protect against, respond to, recover from, and mitigate against the risks of natural disasters, acts of terrorism, and other manmade disasters.
