Mr. Chairman, let me explain that not a drop of this money, a cent of it, can be spent on a teacher's salary. This is not, ``We are going to spend it on food or a teacher's salary.'' This is only for food, and the Federal Government takes sole responsibility for that. If States want to add something they can. But it is a Federal program, one of the only solid Federal programs in K-12 education. I yield the remainder of my time to the gentleman from California (Mr. Takano).
