I am glad the gentleman asked, because in the 103d Congress with a bipartisan vote, we passed a bill over to the Senate. It was very similar to the bill that President Bush had vetoed in 1992. That bill ironically was filibustered by none other than Senator Gramm who blocked it from the conferees being appointed. It was again a Republican defeat of a Democratic bill as it had been in the 102d, in the 101st and 100th Congress, every one of those Congresses.
