this gold-plated fence costs $3 million a mile. To do that takes money away from technology and infrastructure. It takes money from effective border control. Effective control is where they detect and apprehend. That is what they want the money spent on, being able to detect and apprehend. This takes money away from doing effective border security. I oppose the amendment. Mr. Chairman, I yield back the balance of my time.
