It did not discuss it, and the gentleman and I full well know that we though that the Congressional Black Caucus would take the moral high ground in an area where we were all in agreement. The place where we were not all in agreement is on the issue of the use of force, and we consciously did not deal with that question, and the gentleman from New York and this gentleman had a handshake agreement that the bill that we would introduce would be silent on that question. So, I am saying that before God and country, the answer to the gentleman.
