I yield myself 30 seconds. Let me just respond to the distinguished gentleman, for whom I have a great deal of respect. First, the President did not veto this bill on the procurement issue, and I would suggest that the gentleman totally and fully understand the legislative process that if we sustain the President's veto, we can go back, address the issues of ballistic missile defense and ABM, the issues upon which the President vetoed the bill, correct those problems and come back to the floor with a conference report. Nothing in the President's message would throw out any of the legislation the gentleman responded to.
