very briefly let me respond to my colleague by saying this amendment embraces the spirit of what we are attempting to do. It is not a duplication in detail because, as the gentleman is well aware, the piece of legislation that we offered is very detailed and very specific. A great deal of thought and effort went into it. This amendment in the nature of a substitute embraces the spirit of that amendment, but it does not get to all of the details that the gentleman and I laid out as we worked through that amendment.
