Mr. Chairman, as I noted during the debate on the rule, I do not think that our very valuable committee process has succeeded fully in considering the weight and the merit of the issue before us. Despite that fact, I think that much has been said to illuminate the pitfalls and the shortcomings of adopting H.R. 3308. These pitfalls and shortcomings are very real traps that ensnare us when we fail to set aside politics in favor of policy, public relations in favor of public education, and short-term advantage against the long-term interest of our Nation. Let me say why I oppose this bill in as precise a manner as I can, Mr. Chairman. Foremost, I believe that this legislation will work mischief that will place at increased risk the lives and safety of our men and women in uniform. It would do so for several reasons. First, it will restrict the President from quickly and with confidence in its ultimate effectiveness, from establishing command relations that best meet the military situation our troops may face.
