if you believe in one of the notions that one of my colleagues asserted, that people cannot move to peace because for years they have been killing each other, then we would still believe in the divine right of kings and the right of people to buy and sell other human beings as chattel. We have moved beyond that. People can evolve. The human condition can evolve. People can grow. People can move, Mr. Chairman, and I believe that very sincerely. Mr. Chairman, at one point war was the dominant paradigm on this planet. The great gift we can give to our children and our children's children is to move beyond that war-making paradigm. I believe that in the context of the post-cold war world, the scenarios we are more likely to encounter are the Somalias, the Haitis, the Rwandas, the Bosnias of the world. I believe right before our very eyes our warriors are transitioning to peacekeepers and peacemakers and peace enforcers.
