I had considered offering an amendment which would have withheld aid to Turkey for its refusal to allow humanitarian relief to reach Armenia. I will not offer this amendment today with the assurances from the gentleman that every effort will be made during the conference to address my concerns. Those who receive our assistance must share our commitment to humanitarian relief work.
