I repeat again, the priests that were killed by militaries trained at the School of the Americas, and that the United States now is fully determined to chart a new course. We want to do that. The school represents an outdated approach to a fragile region that is struggling with democracy, and we only have to read and watch television every day to see what is happening. Cutting off funds to the school in this bill sends a clear signal. It is an important step in forging a new relationship with Latin American militaries based first and foremost upon adherence to civilian authority and the respect for human rights.
