I must note that the bill falls short in certain areas. While I respectively acknowledge the willingness of the gentleman from Alabama [Mr. Callahan] to work with me and members of the subcommittee in addressing concerns that we all have about the School of the Americas, I am not convinced that we should continue to spend one more dime on this facility. And that is why I intend to offer an amendment, together with my colleagues, the gentleman from Illinois [Mr. Yates] and the gentleman from Pennsylvania [Mr. Foglietta], to prohibit any of the bill's funds from being used at the school. I am also deeply troubled that there may be a move to strike from the bill a critical counternarcotics assistance accountability provision, specifically referred to as the Leahy amendment. This provision, which I supported in last year's bill, prohibits U.S. counternarcotics aid from going to human rights violators in certain foreign countries.
