Madam Chair, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of subtitle E of title X, insert the following: SEC. 10__. UNITED STATES MUNITIONS LIST. The President may not remove from the United States Munitions List any item that was included in category I, II, or III of the United States Munitions List, as in effect on August 31, 2017. The Acting CHAIR. Pursuant to House Resolution 476, the gentlewoman from California (Mrs. Torres) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from California.
