Mr. Chair, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of section 4, add the following subsection: (d) State and Local Actions.--Nothing in this Act shall be construed to prohibit States and cities from taking more ambitious actions to reduce greenhouse gas emissions than the actions described in the plan developed and updated under this section.
