“However, the authorization bill, as the gentleman knows, is not the appropriations bill. While it is interesting for us to speculate as to what the will of the body is, the gentleman from Oklahoma [Mr. Coburn] regretfully did not have the opportunity to present his amendment and have a vote on it to legitimize the point of view and to have support one way or another registered. I was only pointing out that there was no action taken by this House and by the Congress, that the law does not prohibit the funding of the Man and the Biosphere Program. I was making a more general statement that no such prohibition exists at this time despite the vote in the authorization.”
