“I just want to address another point in the bill that the gentleman from Michigan (Mr. Hoekstra) referenced, and, that is section 504, relating to official immunity for employees and agents of the United States and foreign countries engaged in the interdiction of aircraft used in illicit drug trafficking. This springs from the unfortunate, and that is a very mild word to use, shooting down of the aircraft in Peru. Under this section, the President must make an annual certification to Congress concerning both the existence of a drug threat in the country at issue and the existence in that country of appropriate procedures to protect against innocent loss of life. An annual report to Congress by the President concerning United States government assistance to such interdiction programs is also required by this section. I call that to the attention of our colleagues, because many Members had concerns about that incident.”
