My colleagues, a horrible virus has made a vicious attack on the lives and the livelihood of the American people and, indeed, on the life of our democracy. Governors are forced to either cut services or increase taxes or both. Congress must honor its responsibility to the American people, to lessen the blow of the coronavirus, by making the same serious investment of the HEROES Act to our State, local, Tribal, and territorial governments.…”
