“I rise in strong opposition to the motion to instruct conferees on the budget resolution for fiscal year 1995. The one-third of the Federal budget that is subject to annual appropriations is not the problem. For the first time since 1969, the House-passed budget resolution would result in spending less money in 1995 than in 1994--without even an adjustment for inflation. Thus, it should be absolutely clear that discretionary spending programs are not the cause of projected Federal deficits.
