“I just want to comment that the amendment focuses the attention of the commission to be established by section 306 on U.S. border security. Although I believe that important issue would receive appropriate attention under the charge to the commission either as approved by the committee or as amended by the gentleman from Florida (Mr. Goss), the increased emphasis provided by the Traficant language may be helpful. We are prepared to accept the Traficant amendment, Mr. Chairman.”
