Mr. Speaker, we are all very blessed to have the privilege to serve in this body. We speak for the American people. They give us this privilege, and we should deal with it responsibly. We owe them that, to use our best thinking and our arts of compromise to come to agreement on issues for America's future. At no time is it more important that we put our partisanship aside, as when we put our children in harm's way, our young people in harm's way, as they are now in the Balkans. That is why it was so disappointing to see the rule that came to the floor this morning.
