So great a leader is the gentleman that he was very clever in this bill, Mr. Chairman, and I think it would be instructive to the Members of this House to know that in this bill there is money allocated for different programs, that the entire amount is designated to be emergency requirements pursuant to Section 251(b). That says that one must adjust the caps if the President includes designation of the term as an emergency request.”
