I rise in support of the budget resolution as reported by the Budget Committee and commend Chairman Sabo and the committee for their thoughtful work. The Clinton budget builds on the strong foundation of deficit reduction, economic growth, and job creation that was established last year in the Clinton economic plan. This budget resolution reverses the policies of the past. The resolution keeps budget deficits on a downward path--this will be the first time in 26 years that the total discretionary spending will actually decline from one year to the next without even an adjustment for inflation. The President and Congress have cut spending first. Despite these unprecedented reductions in total spending, the Clinton budget reflects investments in economic growth, in fighting crime, and in developing the skills of American workers and our children. This budget builds on the significant steps in the right direction that have made our Nation so much more hopeful over the last year. Mr. Chairman, this is a tough but a good budget. The President and the Budget Committee are to be commended for their discipline and their vision in shaping this budget.
