Mr. Speaker, we all know the statistics, and they are staggering. George Bernard Shaw once said, ``The sign of a truly intelligent person is that he or she is swayed by statistics.'' And these statistics, as I say, are not only swaying, they are staggering. I think it would be interesting for our colleagues to know why this bill is so important and the wisdom of it. And I particularly want to commend the gentleman from Iowa (Mr. Leach) for his work on the World Bank Trust Fund aspect of this. So our colleagues know, $100 million a year over 5 years, largely focused on prevention, counseling, testing, treatment and care. They all must be increased dramatically. But the need for education, counseling, and testing is severe. Because of all the numbers we have heard about AIDS in Africa, my understanding is that 95 percent of those who are HIV infected, without the full-blown cases of AIDS, 95 percent of those people do not know that they are HIV infected.
