I rise in support of H.R. 3, legislation to expand Federal research on devastating diseases like Alzheimer's, diabetes, spinal cord injuries, and various cancers. When President Bush announced in 2001 that Federal funds would be available for research performed using currently existing embryonic stem cell lines, I truly believed we had begun to open the door for life-saving research. Unfortunately for all Americans, less than a quarter of those lines proved suitable for research. As a result, research conducted in the United States has slowed considerably. Federal restrictions on new lines have dashed the hopes of millions of Americans who are impacted by life-threatening illnesses stem cell research may cure. In addition, America is losing top medical researchers and scientists to other nations without such restrictions. A handful of States have stepped in where the Federal Government has failed. My home state of California was the first to act, passing a ballot initiative in 2005 that authorized $3 billion in funding for embryonic stem cell research. I strongly supported that ballot initiative, and I would like to acknowledge the other States that have stepped up to the plate in a similar fashion.
