I think the difference has to do with short term versus long term. The history I have read on the subject concerning a concerted effort by the Government, with Federal spending programs over a period of time-- whether it be the United States in the 1930s, or Japan for the last decade--has not proved beneficial, has not brought about growth. So we might be talking about the difference between microeconomics and macroeconomics.
