I share the Senator's real perplexity as to what the confusion is with regard to the review in that section. It is clear that it cannot be considered independently, that you cannot take--you can look at a cost-benefit analysis or a risk assessment independently and provide your own independent judgment on that, but it can only go into the final rule in making a determination as to whether or not the final rule is arbitrary and capricious, et cetera. Is that correct?
