I yield 1 minute to Mr. DeFazio from Oregon. Mr. DeFAZIO. Mr. Chairman, I want to thank the committee and my colleagues. We only found out last evening that, despite the facts that are before us, the administration says it will be at least next year before they can determine whether or not there is a disaster for salmon fishers on the Pacific coast. Bottom line, nobody is fishing. They created a structure where people can only go out and catch 75 fish. It is not worth the fuel to go out. It is clearly a disaster. But the bureaucracy here is resistant to declaring the disaster and getting our folks the assistance they need. So, with this, this is nowhere near the amount of funds that will be necessary, but to get to conference and within 1 day to have moved this amount of money in the bill, I believe, is a significant step for the House; and I appreciate my colleagues in recognizing the need of people in Oregon and California, those who fish for a living, small businesses and families. They vitally need some help.
