My understanding is that it would represent only about 4 percent of our expenditures anyway. I am not sure it would make that much difference one way or another, frankly. My other concern with the capital budget, of course, is the definition of a capital budget and how you defined it and whether or not everything all of a sudden would start to go into that budget.
