I compliment the Senator in his attempt to deal with this issue. It is as if someone would say that the Senator's desk is yellow, and you can argue that it is not, and someone else can argue that it is. But there comes a point at which you want to throw up your hands, I am sure, because you are dealing with clear language, and I fail to see how anyone could misinterpret this. It has only to do with final agency action. Is that correct?
