No, there is no doubt in my mind, Senator. Mr. McCAIN. So my further question is, If sensitive technology which affects American national security was transferred to China, to Iraq, and perhaps other countries, are we going in the right direction with this legislation or are we going in the opposite direction of loosening these controls, according to this legislation?
