I also urge support for Senator Kyl's amendment because I think it deals with the essential nature of what this whole debate is about; that is, the tradeoff between coverage and cost. That is what the whole debate is about. Some would have us believe we can have additional coverage without additional cost. It cannot happen. Somebody pays the freight sooner or later. We all know it is going to result in additional health care costs. So what this amendment does is recognize that tradeoff, and it provides the individual the opportunity to make that choice-- recognizing that tradeoff--which results in a very good approach and a very good amendment. So I urge my colleagues to give serious consideration to supporting this amendment.
