“Surely I misunderstood that part. The only other response I would have is at least the Senator from Texas interjected a new way to address this proliferation we are seeing coming from China. His response is trade with them and one day we will magically wake up and they will be dismantling their armaments; they will be quitting selling weapons of mass destruction to these rogue nations, and they will be happy and friendly. All we have to do is have more and more and more trade, and that will solve the proliferation problem. When that happens, Mr. President, I will present the tooth fairy on the floor of this body. This amendment will give us more of a chance to hold the People's Republic of China, or any nation, accountable for proliferating weapons of mass destruction and the means to deliver them.”
