Page 2, line 15, before ``the'' insert the following: ``(A) to increase Page 2, line 25, strike the period at the end and insert ``; and''. Page 2, after line 25, insert the following: ``(B) to offset any drawdowns of petroleum products in the Reserve with measures that reduce the demand for oil.
