Well, that is--I wish I could say that is the $64 million question, but, sadly, it is going to cost taxpayers a lot more than $64 million when all is said and done. It is a mystery to me. I asked the chairman, who wrote the bill, during the committee markup, why he would do that, and he had no response. He said: Well, we are going to fix it. We are going to make it better.
