“I rise to pay tribute to Representative Louis Stokes for his twenty years of dedicated work on the subcommittee responsible for much of the work on this bill each year. Representative Stokes has always been a stout defender of the progressive and innovative efforts included in this legislation which seek to provide more Americans with the opportunity to fulfill their dreams. Representative Stokes' career on the Appropriations Committee and the Subcommittee on the Department of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations has left a mark forever on this House, and most importantly, on the lives of countless American families. I wish him luck and Godspeed in his well-earned retirement.”
