If I can go back and make inquiry of my good friend from South Carolina, I think he has focused, along with the cosponsors, on something which is critically important, and that is reliance on the Army manual so everybody knows the roadmap, as he puts it. Is it the Senator's understanding of the Army manual that abusive and degrading treatment would be prohibited?
