No. I think the question I asked though is a simple one. Where there is a conflict, where there is a conflict between the underlying statute's criteria and the criteria in this statute, the question is what governs? Now, we have been assured--I mean, we have heard many speeches on this floor that there is no intent to have a supermandate, that the underlying statute is going to govern. And yet when it comes right down to the very specific question, if there is a conflict between the criteria in this statute----
