the language we are going to analyze, that is in this bill, directly confronts the ABM Treaty and says it is the policy of the United States--and these are the words of the bill--no longer to abide by the ABM Treaty. It does it in a number of ways throughout this bill, but the way in which it does it first is by simply stating, in section 233, that ``It is the policy of the United States to deploy a multiple site national missile defense system.'' It goes on beyond that in section 233, but that is a very clear statement of what the intention and what the effect is, of this bill.
