I think the Nunn-Lugar effort is totally undermined, because instead of being willing to dismantle weapons, which Nunn-Lugar helps them achieve, our best experts in the State Department, the Defense Department say they are going to go the other way, they are going to stop the dismantlement and stop the ratification of START II, because now they are going to be told by the U.S. Senate that it is the American policy to put up defenses to their weapons, and that means in order for whatever they have left after START II to be effective, they are going to have to have more, not less, in order to overcome whatever defense. This is a very threatening thing, we have to understand, to us. This is a threat to our security, what is going on in this bill language, because instead of seeing offensive weapons aimed at our States continuing to be reduced, the numbers of those weapons are suddenly going to go up instead of down. At a minimum, we are going to see the termination of these dramatic reductions which we have been able to achieve under START I and START II.
