This administration's economic policy, in a few words, has been a miserable failure. I have joined with others in opposing key parts of their approach to trade. I helped lead the fight against their Trade Promotion Authority and for our own alternative, and we have helped to point out time after time their lackluster record on enforcement. In a word, we have opposed the administration for using a one-size-fits-all, a blind, a cookie-cutter approach to trade policy. I do not think it works for us to respond with our own cookie-cutter approach to trade. So we have before us a specific agreement. It has some very important, positive features to it. For manufacturing, right now, 93 percent of the total value of goods that we send over to Australia are in manufacturing, and duties on more than 99 percent on these goods will be eliminated. This has real implications for autos and auto parts, for construction equipment, for electrical equipment, for appliances, for furniture, for information technology, for medical and scientific equipment. Also, there are important provisions here for agriculture. Australia will eliminate immediately all of their tariffs on food and on agriculture.
