Let me take back my time. The gentleman from Maryland (Mr. Cardin) and the rest of us spelled out the problems with the bill: inadequate child care moneys, and that is a problem over in the Senate; allowing waivers, essentially saying to Washington, you will decree the nature of welfare reform instead of leaving it to the States. Those were the problems. And also having prescriptive provisions regarding hours of work that the States opposed, preventing States, including my State of Michigan under John Engler, to continue the process that they had started. They would have canceled out that State discretion. That was the trouble.
