I think Senator Lugar controls all of the time on his side. I wonder if he might yield 4 minutes to the Senator from Rhode Island. I don't know how long the Senator from Texas was going to speak. The PRESIDING OFFICER. The time in opposition is under the control of the Senator from Arizona. But in his absence, the Senator from Texas is in control of the time and has the authority to grant the time.
