I congratulate Senators Santorum and Lieberman and everybody else who has had a voice and hand in shaping and crafting the CARE legislation before us. It makes a significant contribution to the strength of volunteer organizations and charitable organizations. It is a very significant contribution to that wonderful cause and to this wonderful land of ours. I commend them. I would like to take a moment here to highlight a provision in the managers' amendment to strengthen the ability of the Securities and Exchange Commission to detect, investigate, and punish violations of Federal securities law. This provision has been added to the CARE Act, because we have had the support and we have been able to utilize the efforts of the managers of this bill, Senators Grassley and Baucus, and of the chairman and ranking member of the Banking Committee, Senators Shelby and Sarbanes. This is an effort that Senator Bill Nelson and I and others have been involved in for some time.
