It is such a misstatement for someone to come here and say 'even if they did not qualify.' That is not correct. They qualified. So don't come here and say they didn't qualify. Essentially what you're saying is middle income taxpayers came and defrauded when the truth is they told the truth. And indeed there's a provision relating to fraud if someone were guilty of that. It allows for full repayment in cases of fraud, and there's a provision that imposes a civil penalty up to $25,000. The last thing before I yield, I want to make clear, last December, we fixed, Mr. Camp, the cliff. You voted for it. It was 409-2. I don't think you were one of the '2.' This resurrects the cliff, purely and simply, and catches hundreds of thousands of taxpayers in the future, middle income taxpayers.
