Mr. President, the Senator from Kentucky is flat out wrong. There is no such language in the bill which denies the right to trial by jury. I think those are the same kinds of charges against last year's bill. We are trying to keep up with the false charges that the Senator makes, so we put language in this year's bill which says nothing in last year's bill does or could be implied to do any such thing as the Senator from Kentucky is charging. We have language in this year's bill and nothing from last year's bill. That was the same charge he made against last year's bill, shall be construed to deny the availability of the writ of habeas corpus or deny any constitutional rights in a court ordained or established under article III of the Constitution to any person inside the United States. Then he makes a totally outlandish charge that they were outmaneuvered and they were sneakier than we were. Where does that come from? What is the basis for that kind of a charge against Senator McCain and me? We have put language in this bill which makes it absolutely clear that nothing we have adopted here in this Senate does anything like what the Senator from Kentucky said--denying the people the right to jury trial. I totally reject his argument. He does not quote any language in this bill that does what he says this bill does. The Senator from Kentucky actually started his statement by saying this bill has language which will deny a trial by jury. What language and what page?…
