This blatant weaponization of federal taxpayer dollars to punish states based on their political leanings is wholly inappropriate and in violation of the Fifth Amendment’s guarantee of equal protection of the laws.

It’s not just California that relies on a healthy coastline; every one of us from a coastal state knows just how important the ocean is to our constituents and our military.

To voluntarily strip Congress of yet another constitutional power is the wrong response at the worst possible time.

There is no justification for it and no clear strategy.
