So they were in the middle of making an analysis. It is not as though they were unwilling to make the analysis. This is important. It is an analysis looking at seven different questions, including what are the risks of proceeding versus the risks of canceling, the alternatives, what are the costs, and what is the cost effectiveness--all of these issues, under six combat scenarios. I think the Senator would agree that these could be life-and-death decisions. Whichever way you come out on these questions, these are life-and-death decisions. The Army is in the middle of an analysis, which they were told at the end of April they should finish by May 30, and on May 6 the Secretary of Defense indicated they decided to terminate.”
